18 seer trane works in A.C. goes off on high head pressure in heat after 1 min

I have replaced the out door eev and the reversing valve. I have also replaced the eev stepper control and the temp sensor for the eev and sensor on the high side in the unit by the high pressure sensor I for got the name of... I have replaced the eev control board too.
I weighed in the r-410 a so I know the unit is not over charged.
This trane unit runs for 1 - 1min 30sec in heat mode the cuts off at 650psi on the liquid line high pressure in heat mode. In a\c mode I have normal pressures and it runs normal. This system is duel fuel attached to a coil and a gas furnace.
