auxiliary heat won't come on

Heat strips won't come on. The fan works fine and the voltage across the is normal. The strips' contactors are pulling in calling for heat. What can it be?

Check the voltage across the heat strips. If you have voltage, the circuit is open.
Possibilities:
-Bad limit switch.
-Blown thermal fuse.
-Burned out heat strip.
