Compressor tries but fails to start? check your voltage under load

My old 120V heat pump heater was retired when the compressor failed engage after a number of tries. I decided to troubleshoot by connecting it through volt and amp monitoring. I found excessive voltage drop on compressor attempts. With a better outlet, able to handle the high compressor kick-on current without voltage drop, the compressor works fine, starts at first try.
