fan will not shut of during defrost mode

I have a trane heat pump. the defrost board was replaced but now the fan will not sut off during defrost.

the unit goes into and out of defrost but fan motor continues to run. also once the heat pump goes into defrost cold air comes out of the vents. I don't think the heating coils turn on during defrost... should'nt they?

Sounds like the new defrost board is defective. It's possible the HVAC technician got some wires on the wrong terminals.
