Even though temp is met on thermostat and inside unit shuts off the condensing fan outside continues to run and will not shut off

Mine had the same problem. The circuit board had malfunctioned and overheated and caused the fan to stay on all the time. You can see the burnt connections when you take the top cover off.

If the outdoor fan is running the compressor is also running, probably due to stuck contacts in the contactor. This happens sometimes when the contacts are badly worn.
