Heat pump makes a clicking noise when in normal heat mode

When the outside temperature is below 45 degrees, the heat pump starts clicking and around reversing valve and other components its all frozen. Cools fine in summer without freeze up. Is it the reversing valve?

So I is it the coil on the switch that is clicking or the relay? Also I was wondering if the termination switch wasn't closing soon enough at 45* but going below it like below 32* freezing reversing valve?

The heat pump is trying to go into defrost mode but it sounds like the relay is not switching. A clicking noise often suggests a faulty contactor.
