Heater Fan Relay Problem

I have an Amana SPOH6001A unit that when it is cold, the heater fan relay clicks real loud and the outdoor fan momentarily cuts out. If the temperature is around freezing the coils will freeze up. Now the temperature is around freezing and the outdoor fan is not operating but the heater fan relay is clicking very loud. Any ideas?

Could be bad which causes fan to click in defrost mode.
