My new Goodman heat pump defrosts even at outside temperatures of 42-46 degrees. Is this normal?

I would call a defrost temperature of 46 F on the high side....42 F and below starts becoming more common. Check your outdoor coil for proper airflow or ask a service technician to check the refrigerant charge as it may be too low.
