humming noise and weird smell

The heat pump wouldn't turn on. It made a loud humming noise like it was trying to turn on, and also a bad smell came up from it. That's was alerted me to the problem. This happened during extremely cold weather. I turned it off at the circuit breaker. Should I try turning it back on?
