No Heat

The heat pump unit has heat going to the AHU. The pipes are hot to the touch. Actually the return pipe is warm; not hot but definitely warm. The strip heaters are drawing 43A. @ 240V. There is no heat coming out of the vents. The house is estimated @ 1200 sq. ft.
Temp. was 55, t-stat was set at 75, after two hours there was a rise of 1 degree, and i'm not sure that could be from the unit because it was in the middle of the day.

"no heat coming out of ducts", was any air coming out of registers? If not, it is likely that the fan motor is not running. Could be a bad capacitor or bad fan motor. Another possibility is an obstruction in the ductwork. If the duct insulation is inside the duct, it might have come loose and is obstructing the airflow.
