In heat pump mode pressures are the same. Compressor will pump down.... thinking bad reversing valve?

Were you using the 3rd port to check suction pressure? In the heat mode, both refrigerant lines are high pressure. When heating, the large line is the hot high pressure gas line and the small line is always the high pressure liquid line.
