When the outside temperature drops to less than -6 degrees C, the heat pump cycles more then 7 times and the furnace cycles on and off several times. The heat pump is one year old.

Being that the temperature is below freezing this would be very standard for the heat pump to cycle off. It appears to be trying to defrost. I would need a little more information as to the normal sequence of operations in conjunction with the furnace.
